- 2 cups all-purpose flour
- 1 cup boiling water
- 1/4 cup vegetable oil, plus more for frying
- 1 bunch scallions, finely chopped
- 1 teaspoon salt
- 1/2 teaspoon white pepper (optional)
If you’re out of white pepper, black pepper works just fine. And if you’re feeling adventurous, add a pinch of five-spice powder for an extra kick.

Let’s get cooking! Follow these steps for a fun and rewarding experience:
- In a large bowl, combine the flour and boiling water, stirring with a wooden spoon until a shaggy dough forms.
- Turn the dough out onto a floured surface and knead for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.
- Divide the dough into four equal pieces. Roll each piece into a thin circle, about 8 inches in diameter.
- Brush each circle lightly with vegetable oil, sprinkle with salt, and scatter a quarter of the scallions over the surface.
- Roll the dough into a log, then coil it into a snail shape. Flatten gently with your palm and then roll it out again into a pancake.
- Heat a non-stick skillet over medium heat and add a tablespoon of oil. Fry each pancake for about 3-4 minutes on each side until golden and crispy.
- Transfer to a paper towel-lined plate to drain and serve warm.
